eMoto Registration
Effective January 1, 2026, off-highway electric motorcycles, commonly referred to as eMotos, are classified as off-highway motorcycles and are subject to off-highway vehicle registration requirements.
Procedures To be qualified as an off-highway electric motorcycle, the vehicle must meet the following requirements:

Designed by manufacturer for operation primarily off the highway

Powered by an electric motor (a motor number is not required)

Handlebars for steering

Straddle seat provided by the manufacturer

Senate Bill (SB) 586, added Vehicle Code (VC) §436.1 which defines off-highway electric motorcycles and updated VC §38012 to include off-highway electric motorcycles as off-highway motor vehicles subject to identification and must display an OHV permit or plate.

What You’ll Need for eMoto Registration
Not sure what applies to you? Don’t worry—we’ll help you figure it out. Here’s what you
need to bring or send us (at least one of the following):

MSO (A Manufacturer’s Statement of Origin (MSO), or Manufacturer’s Certificate of Origin (MCO), for an electric motorcycle (eMoto) such as a Sur-Ron, Talaria, or E Ride Pro is the legal document provided by the dealer or manufacturer that proves ownership and is required to register the vehicle with the DMV). If an MSO is not available from the manufacturer, the original bill of sale from the manufacturer accompanying the eMoto will suffice. If you do not have the original bill of sale, please contact the manufacturer directly and request a copy of the bill of sale
AND

VIN verification (or manufacturer serial number, typically found on the eMoto frame)
AND

Reg 343 (requiring you to be 16 years old and possess a valid driver’s license)
AND

Valid Driver’s License
Customers Must Provide a Valid State-Issued Driver’s License or Valid State-Issued Identification Card For ALL Services
